How do you get permission to use his pictures?

I want to know, I am planning to make a fansite of him but I have a problem. I was recommended that before you use the artists' pics, you need permission before you use them, with Sakis' case, his email system is crap and I can't email his official website anything like that. Can anyone here find a way of doing it because I have heard that his email system has been dodgy and I need a way of getting the permission.
